Over the past two decades, decentralization of governments has become common throughout the world. The education sector is no exception. Countries with diverse economic, spatial, demographic and educational features have implemented significant decentralization reforms. The autonomy of the schools increased in most educational systems for the last twenty years. So, educational systems had to implement regulation policies in order to orient the action of the agents towards the nation's aims. While England and the United States implemented a regulation by results (incentives linked to school's or teacher's results), France relies on a regulation by process (incentives to implement ‘pedagogical forms' which are supposed to be relevant). La autonomía de los centros escolares y su regulación

This article presents an overall view and assessment of school autonomy. First it analyses the theoretical foundations of autonomy in economic and sociological theories and then it goes on to study the school autonomy policies and their regulatory mechanisms in the United Kingdom, the United States and France, particularly by means of inspections, self-evaluations, and the rendering of accounts. Next it weighs up the effects of autonomy according to regulatory models. It is concluded that autonomy on its own has no direct effect on the efficiency of schools.

Three orientations for understanding educational autonomy: school principals’ voices from Australia, Finland, and Jamaica

This paper reports on the findings from a multi-site case study conducted in Australia, Finland and Jamaica which explored the conditions that enabled and constrained the autonomy of school principals. Systematic data collection was carried out in the form of interviews of school principals and the data was analysed using a qualitative approach.
